Kaduna Assembly Repeals Road Traffic Law

The Kaduna State House of Assembly has repealed the law establishing the state traffic agency, known as Kaduna State Traffic and Environmental Law Enforcement Agency (KASTELEA).
The members of the Assembly passed the resolution during Wednesday’s plenary presided over by the Deputy Speaker of the House, Honourable John Kwaturu.
The lawmakers, however has passed a new law to establish the state traffic authority which is to oversee traffic matters only, excluding the handling of environmental issues.
The Deputy Speaker said the new agency would implement and enforce the provision of the Road Traffic Law Cap 135, Laws of Kaduna State 1991, and Road Traffic Regulation 2007.
“The Kaduna State Traffic and Environmental Law Enforcement Agency (KASTELEA) Law No. 12 of 2014 is hereby repealed,” he said.
The House has directed the Clerk of the Assembly to forward a clean copy of the new law to the State Governor, Mr Nasiru El-Rufai for his assent.
The agency would direct and control traffic on public roads across the state, inspect vehicles, issue certificates of road worthiness, impound erring vehicles, and enlighten motorists on road safety measures.
Its other responsibilities include: safeguarding the roads from encroachment by traders, motor parks, hawkers and beggars, as well as registering and licencing driving schools, installation of road traffic signs, and designating bus stops and terminals in the state.
