The game got off to a frenetic start with four chances coming inside the opening quarter on the south coast.
Matthew Ryan was called into action just two minutes in as he pulled off a smart reaction save at his right post to deny Mikel Merino on the volley from the edge of the box following a corner.
The Seagulls threatened for the first time on six minutes when Hemed got on the end of Solly March's cross from the left, but directed his glancing header well over the crossbar.
Rob Elliot was tested moments later as the hosts broke forward, with Hemed being fed on the left and getting off a shot from 22 yards out that was easily gathered by the keeper.
Pascal Gross was unfortunate not to break the deadlock on 11 minutes after his volley from six yards out struck team-mate Antony Knockaert just two yards from the line, while the Frenchman lashed a shot way off target from 20 yards out on the right eight minutes later.
Joselu should at least have hit the target on 22 minutes after he latched onto a mistake from Shane Duffy, but the Spaniard dragged his effort wide of the right post from six yards out.
The encounter tapered off from that point on, although Ayoze Perez had a sniff at goal in the 31st minute after Christian Atsu and Chancel Mbemba combined well on the left to set up the Spaniard , who fired over the bar from 14 yards out.
The final action of the first half saw Matt Ritchie curl a free-kick into the clutches of Ryan from 25 yards out in the 39th minute, as the two teams went into the break all-square.
It was a free-kick at the other end that led to the opener on 51 minutes as Dale Stephens sent a back-post header into the danger area from Gross' set-piece and Hemed hooked the ball home from a few yards out.
Only the reflexes of Elliot prevented Albion from doubling their lead five minutes later when March met Bruno's low cross from the right at the far post, but his effort was stopped on the line by the keeper's boot.
The Toon looked to respond and Merino went close to equalising on 62 minutes with a strike from 22 yards out that was deflected narrowly wide of the right post by Duffy, while Ritchie hit an ambitious effort well wide of the right post from long range six minutes later.
Shelvey then hit the near post from a direct corner on 73 minutes that almost caught out Ryan, and the substitute wasn't far off with a 77th-minute free-kick on the left from 20 yards out that missed to the left of the goal.
The visitors threw men forward in the closing stages, but Atsu, Jesus Gamez, Jamal Lascelles and Dwight Gayle failed to take their chances.
